An Ijazah is a formal certification that authorises you to recite the Quran, and to teach it, in exactly the way you received it from your teacher. It is not a course completion certificate. It is a licence granted only after a qualified teacher has heard your full recitation and approved it.
What makes an Ijazah meaningful is the sanad, the unbroken chain of teachers behind it. Your teacher received her Ijazah from her teacher, who received it from hers, continuing back to the Prophet Muhammad, peace be upon him. When you earn an Ijazah, you join that chain.
